On February 1, the WRB still hadn’t named an executive director. At least thirty names were floated—many of which would be familiar to scholars who either deal with Holocaust studies or World War II America. Earl Harrison, James G. McDonald, Leon Henderson, Wendell Willkie, Sumner Welles—all floated, all dismissed for various (and sometimes funny) reasons. One had “one foot in the grave and another on a banana peel,” one really mucked up a previous position, some were too prestigious for FDR to want them to get the glory, others weren’t prestigious enough. DuBois (and most of the Treasury staff) really wanted Pehle to have the position. In this memo, DuBois lays out the reasons why Pehle should be picked , and also includes a list of some of the names that have been floated for the directorship of the WRB.
