Several months after the WRB was formed, the Russell Amendment passed Congress.  An attempt to curb Presidential power, the amendment stated that any executive agency could exist only for a year without going to Congress for an appropriation.  So the WRB had to go to Congress for an appropriation before January 22, 1944, or they had to disband.

So they planned to disband. That involved a lot of mundane bureaucratic memos, like this one, trying to figure out what employees could do with accrued leave.
