Here’s the WRB suggested response to the Horthy offer. It might be too much to call it “suggested,” as the US made it clear to the British that this was going to be the answer. The British could sign onto it, but no edits would be considered, nor any caveats.

You’ll notice that the US is agreeing not only to accept the groups Horthy offered to release, but everyone. Let me say that again in case it’s not clear. In the summer of 1944, the United States offered to take all the Jews of Budapest. All of them. Anyone who was released would be taken and cared for.
