Included in the WRB papers are general wartime government documents, some of which are recognizable if you’re familiar with government bureaucracy, and some of which seem to come from an entirely different world. This is a two page memo on dried whole milk.  The government had just purchased a large amount of it, and departments could bid on various lots for their own use.  The WRB didn’t bid on any of it, but this is the sort of thing government departments could use in schools, for relief packages, for underserved communities, etc. There are similar memos for all types of goods.
