I’m not sure who wrote this, but someone from the World Jewish Congress. The notes show some of the division between the relief organizations (Jewish and otherwise) which constantly necessitated WRB diplomacy. The World Jewish Congress staffer thought the WRB was waiting on securing additional shipping space for refugees from the Balkans until they had more information from Ira Hirschmann. He complained that all the WJC clothing and relief supplies had been given to the Unitarians and the Quakers, who have started stockpiles “awaiting calmly that Europe be freed (and probably that the last Jew be frozen to death—my commentary).”

 The writer argues that the WJC should request shipping space be put to their disposal and then tell the Unitarians and Quakers that shipping space will be given to them and they want their material back. But they can’t wait for Ira Hirschmann’s reports. The writer ends his note with “All this seems to be terribly ‘Joint’ procedure,” referring to the Joint’s reputation for being careful and staying above the fray.
