After the WRB secured the State Department’s agreement to the new visa program, for family members of American citizens and aliens in the US, the State Department went one step further. At the WRB’s request, State Dept staff went through records and tried to compile lists of people who had been approved for visas after July 1, 1941 (when visa laws changed) but who had never made it out of Europe before the outbreak of war. These lists were transmitted to the neutral legations as well.
