So the problem with sending money to Europe to fund underground movements, and with requiring some sort of report about the use of these funds, is that the various underground movements weren’t exactly operating above-board.  In a report about the World Jewish Congress funding the maquis in France, Riegner sent the information that the funds were used to kill several people who had reported members of the resistance to the Germans. The US Department of Censorship was not thrilled to get this information, though Riegner provided it specifically to fulfill the terms of his license.

In this memo, the Censorship Department proposed changing their relationship with the State Dept and the WRB.  Perhaps, the memo argues, no political or intelligence information should be transmitted to the WRB at all. After all, don’t they only care about refugees?
