Remember when I said a few days ago that there was a major dispute between the Joint and the World Jewish Congress in Lisbon, over responsibility for getting refugees across the border from France to Spain, and then into Portugal? Their representatives were fighting–over credit, over the work, over where refugee children would go, over money–and Robert Dexter, who conspicuously favored anything having to do with the World Jewish Congress, was probably more of a hindrance in fixing this problem than a help. In this letter, Pehle told Dexter that James Mann would be traveling to Lisbon to play mediator.
