Presumably, this had nothing to do with Ira Hirschmann necessarily. Or at least, I’ve never found any internal memos stating that it had anything to do with the type of person Hirschmann was. But he is getting an assistant!  Herbert Katzki was far, FAR, more experienced than Hirschmann in refugee matters. He has previously worked for the Joint, evacuated France when the country was invaded, and ended up in the US military. As part of his military service, he was assigned to the WRB and was going to be sent to Turkey.  That way, one of the representatives could be based in Ankara and the other in Istanbul.
