Conflict between Jewish agencies was not confined to the United States (the Bergsons vs. everybody) or to Lisbon (the Joint vs. the WJC).  In Turkey, the representatives of Orthodox organizations repeatedly cabled the United States asking for money for refugee ships.  But the Joint and the Jewish Agency–respectively the financier and administrator of refugee evacuation and transit through Turkey and procurer of Palestine certificates necessary to enter Palestine–were not enthused.  Even if the Orthodox groups got money, all this would do (in the eyes of the Jewish Agency and Joint) is increase the market for ships.
