Ira Hirschmann spent a lot of time dealing with refugee boats.  Since the Turkish government had finally agreed to allow refugees to land in Istanbul (since the US and Jewish Agency guaranteed the refugees would be transported almost immediately to Palestine), the biggest project was securing boats to transport refugees from Bulgaria and Romania to Turkey.  Hirschmann managed to secure the SS Tari, and in this cable, Hirschmann and Ambassador Steinhardt explain the terms of the charter negotiation for the Tari.
