So much going on at the beginning of June!  In this memo from Pehle to Assistant Secretary of State Adolf Berle (the head of the Visa Division), Pehle complains about Berle’s stance related to Dominican passports.  Inspired by hearing about the protective paper schemes, the WRB tried to get the Dominican Republic to agree to allow the WRB to distribute passports to those in danger of death. It was going to be a long-shot, but worth the attempt.

In this memo, Pehle complained that Berle’s idea, to issue protective “letters” rather than any sort of formal passport, was insufficient. The memo was never sent–in fact, it was calmed down a bit–but it’s an interesting idea and this is about as frustrated as you’ll ever see Pehle in writing.
