If you remember–or read back through the blog–President Roosevelt agreed to take an executive action to bring refugees from Italy to Fort Ontario in Oswego, NY, because the War Refugee Board was able to find him an “emergency.” The “emergency” was Robert Murphy’s instructions that the Allied military and administrative staff should discourage refugees escaping from Yugoslavia to Italy since the Italian displaced persons camps were reaching capacity and it was impossible to send the refugees to North African camps.
