Do you remember the US ambassador to Spain, Carlton Hayes, and the WRB’s constant problems with him in the spring of 1944, and how he would not allow a WRB rep in Madrid, saying that they were doing just fine with refugees, thankyouverymuch? Well, nothing changed in the summer. Hayes was in the United States and met with Pehle twice–this meeting, and one later in the week in which Hayes yelled at the WRB for a while for spreading propaganda that he did not want to help refugees. In this meeting, they just continued to argue the same things at each other. But with American boots on the ground in Europe, time was on Hayes’ side. Spain never had a War Refugee Board representative.
