Surprise, surprise, the State Dept didn’t send the cable that night, even though they promised. As the transcript of this meeting on April 7th shows, at 10pm on April 6th, George Warren (State Dept) had called Pehle at home and said that the State Dept would be having a meeting about the cable in the morning, but would send it after that. A few minutes later, one of the members of the Orthodox group called Pehle, excited that Warren had just alerted him the the cable had been sent. “So right in the space of two minutes they were giving them one side of the story and giving me another. That is where we stand.”
Pehle told the Orthodox group that the State Dept hadn’t sent the cable yet, which led the group to vow that if the cable wasn’t sent by noon on the 7th, they would alert the press. Morgenthau was fine with that: “It is time somebody began to shout from the housetops.”
