Okay, so I wrote a few posts back about the Vatican inadvertently mucking things up with the South American countries. The Vatican nuncios contacted the various Latin and South American governments about people (mainly Jews) holding papers claiming the nationality or protection of these governments (which were mainly false papers).  The Latin/South American countries needed to publicly claim that the papers were indeed valid.

So, like I said, the Vatican didn’t properly explain that the refugees would never actually show up on the shores of the western hemisphere, so these are the responses: Peru said the papers are illegal.  Haiti says it is impossible to do what is desired. Nicaragua and Costa Rica will recognize 8 specific families if they are agriculturalists. Brazil will recognize only those who were born in Brazil. Uruguay will consider individual cases. Chile already gave instructions. Cuba, Panama, Guatemala gave negative responses. Bolivia will recognize three people with papers.  Eesh.
